Mark Wheeler

CIO, City of Philadelphia. Director, Office of Innovation and Technology.

Mark Wheeler is the chief information officer for the City of Philadelphia and director of the Office of Innovation and Technology (OIT). Under his leadership, OIT has released the SmartCityPHL Roadmap and the City’s first IT Strategic Plan created with public engagement.

Additionally, in collaboration with the Mayor’s Office of Education, OIT has launched PHLConnectED—the City’s response to ensure K–12 students have internet access for remote learning during the COVID-19 pandemic. Mark previously served as deputy CIO and chief geographic information officer and oversaw the release of public web tools Atlas, OpenMaps, and Vacancy to visualize and use City property data.

Throughout his career, Mark has pursued a passion for civic engagement and data-driven problem-solving. He has a master’s degree in regional planning from the University of Massachusetts.

LuxTurrim is a Nokia Bell Labs project that developed and demonstrated intelligent infrastructure for smart cities.  Through a joint multi-discipline R&D project the ecosystem of partners developed several new smart infrastructure designs incorporating a variety of sensors, new materials, data processing and analytical platforms along with new service, operation & business models enabling smart city services.   Learn how and why an ecosystem of partners is required to develop and deploy the intelligent infrastructure of tomorrow, and how the data derived from the deployed technology can be delivered.
